The study developed and constructed a pro-poor tourism model for local development in the province of locos Norte. Specifically, the study determined the extent of being pro-poor the various indicators of pro-poor tourism strategies by constructing the Pro-Poor Tourism (PPT Index. The higher the PPT Index, the more pro-poor the tourism strategies are. The PPT Index had three sub component indicators and these are the following namely: Economic Benefits Index (BI); Non-Economic Benefits Index (NEBI); and Policy/Process Reform Index (PPRI). The BI had three sub-component indicators such as; Business Opportunities Index (BOI); Employment Opportunities Index (EOl); and the Community Benefits Index (CBI). The CBI is composed of three indicators:
Improved Infrastructure Index (Ill); Local Linkages Index (LLI); and Support Agencies Index (SAI). The NEBI had also three sub-component indicators namely: Capacity Building Index (CBI); Environmental Impact Index (Ell); and Social and Cultural Impact Index (SCIl). Likewise, The Policy/Process Reform Index (PPRI) had three sub-component indicators as follows: Supportive Policy and Planning Framework (SPPFI); Participation Index (Pl); and Partnership Index (Ppl). The study focused on pro-poor tourism strategies and their benefits on the marginalized sector as basis in the development of a pro-poor tourism model for local development that can make tourism work better for the poor and expand impacts on the poor. It identifies pro-poor tourism
strategies and explores the likelihood that these strategies are pro-poor and proposes ways in which these can be improved to facilitate poverty alleviation in tourism areas and consequently better well-being of the poor in tourism.
