This study determined the extent to which equity in educational opportunity is being promoted by the Conditional Cash Transfer Program or Pantawid Pamilyang Pilipino Program (4Ps) in the first district of Ilocos Sur Specifically, it described how the program is implemented with regard to its inputs (profile of pupil and parent- beneficiaries), processes of implementation (identification of recipients, delivery of financial assistance, monitoring of utilization of financial assistance and periodic evaluation of the program), and the outcomes of the program (pupils' performance in school, parents participation in school, and utilization of CCT allowance)
Based on this systematic description, the extent to which equity in educational opportunity is promoted by the 4Ps program and the factors to which this could be attributed were logically determined. The problems in the implementation of the program were also identified. All these became the basis for the formulation of a collaborative plan for an improved implementation of the program
This study used a combination of the descriptive, analytical and creative research methods. Data were gathered through the administration of questionnaires and mi

Two types of analyses were utilized statistical and logical or qualitative It was found out that majority of the pupil-beneficiaries were 10-year-old females with a normal nutritional status. While several of them were provided by their parents adequate school supplies and materials and daily allowance for snacks, the majority were not. They do not usually participate in school programs due to poor clothing. The parent- beneficiaries, on the other hand, were also mostly female with an average age of 40 years, high school graduates and with an average of four children They believe they participated in school activities always, although the teachers said it was only occasionally. After three years of receiving CCT, improvement of the children in school attendance, participation in school activities, and health and nutrition was observed by the teachers and school heads to be just a little Changes in the parents" participation in school activities were also reported to be similarly generally minimal
Interviews with pupils and parents revealed that several of the parents, upon receiving their CCT, buy their children's school needs and uniform, pay their school contributions and give their children daily allowance for snacks They also buy some food for the family. However, there are more parents who use the CCT for other things like paying debts, enjoying a meal at a fastfood outlet, engaging in vices, and going to the beauty parlor for beauty treatment. Several parents often participate in school activities and programs, supervise their children's lessons at home, and provide them supplementary reading materials. They show concern for their children's schooling and encourage them to go to school. However, there are more parents who do not do these because they had very low educational attainment and are busy with other concerns. Several problems were observed in the implementation of the 4Ps, such as the lax implementation of guidelines and the parents do not use the CCT wisely. That is why equity in educational opportunity is only starting to be attained. It was concluded that while the goals of the 4Ps are very laudable and its aims noble, these have not been fully attained in the first district of Ilocos Sur. The program is far from attaining its goals. One reason is program guidelines are not strictly implemented, particularly in the selection of beneficiaries and monitoring of the use of the CCT. Another reason is the prevalence of attitudes and values among the beneficiaries which are characteristics of the culture of poverty. That is why a collaborative plan was formulated which representatives of the different agencies involved in the 4Ps assessed as to its feasibility for implementation.
