This study was conducted to determine the status of the research programs of the State Universities and Colleges in Region I. It specifically aimed to: a) determine the profile of the administrators, teaching and non-teaching researchers of the SUCs in Region I; b) determine the status of the schools in terms of their structure, thrusts and priorities, funding and other resources, research linkages and adequacy of research facilities and equipment; c) determine the outputs of the research programs of the SUCs in terms of the quantitative and qualitative dimensions; d) find out the significant differences in the research programs of the SUCs along the variables being considered, e) find out if the profile of the respondents and school related factors influence their research programs; f) determine the level of satisfaction of the respondents along the benefits derived from the research programs; and g) determine the relationship of the respondents' level of satisfaction and research outputs. The descriptive evaluative and correlational method of research was used. There were 233 respondents: 83 administrators and 150 teaching and non-teaching<br/>researchers. Questionnaires, interview and documentary analysis or ocular inspection were used to gather the needed data. To test the data gathered in the study, the following statistical tools were used frequency count and percentage, mean, Analysis of Variance, Scheffe' test and Multiple Linear Regression Analysis. Results of this study showed that majority (34 or 41%) of the respondents are associate professors. Most (48 or 57.8%) of the respondents are between 41-50 years of age. Majority (71 or 85.5%) of them are married. Most of the administrator respondents (42 or 50.6%) are doctorate degree holders while the teaching and non- teaching researchers (43 or 28.7%) are Masteral Degree holders. Majority of the researchers specialized in Fisheries, agriculture, Aquaculture, economics, Physics and Chemistry. The respondents had been employed for more than 20 years.<br/>Majority of the respondents are members of professional organizations. Most of the administrators respondents (23 or 27.7%) are conducting researches five years and below while the teaching and non-teaching researchers (58 or 38.7%) are conducting research from six to ten years. Most (20 or 31.3%) of the administrators respondents are coordinators. Majority of the respondents attended research related trainings at the regional level. And most of them also have teaching loads lower than the minimum of 18 teaching loads. The five SUCs include Agriculture and Fisheries as their thrust and priorities. SUC/GAA is the number one source of budget for their research programs. They have established linkages with other agencies. The availability of funds fall on the "high" level of availability while support from other agencies is rated "fair". It is also found out that research facilities and equipment are<br/>"adequate" for all the SUCs. In terms of quantitative research outputs, DMMMSU conducted the most numbered researches from 2000-2006. Most of the researches conducted by the SUCs are of co-authorship. Majority of these were published and disseminated while there were few researches which were not utilized. Majority of the research conducted are along agriculture and fisheries. Majority of the researches are at the regional level. Along qualitative outputs, the four SUCs "highly" attained their research objectives while ISPSC has a "low level of attainment. In terms of attainment of policies, again the four SUCs are at "very High" level of attainment while ISPSC is rated "fair". On effectiveness of strategies, UNP, MMSU and PSU were rated "highly" while DMMMSU and ISPSC was rated, "fair". On research management practices along proposal preparation, DMMMSU and MMSU were rated "Very High" while ISPSC was rated "Fair". Along research management practices on implementation, DMMMSU obtained "very high" level while ISPSC, "low". Low level of seriousness of problem is encountered by the four SUCs except ISPSC with a "fair" level of seriousness of problems. Significant differences in the assessment of the researchers on the qualitative research outputs among the SUCs in Region I were very evident. Attainment of objectives and management of research activities are found to be significant to the research outputs implementation while attainment of policies and effectiveness of strategies were not significant. Salaries and fringe benefits, professional growth, recognition status and working conditions significantly influence the benefits derived from the research program. |
