This study aimed to assess the management of internal control systems of DWI District Engineering Offices in Region 1. Specifically, it looked into the profile of DWH district engineering offices in Region 1 along human resource and conceptual resources; extent of practice of the management of internal control systems, and strengths and inadequacies of management of internal control systems. The research applied the descriptive research design, with questionnaire as the main instrument. The study covered all the ten (10) District Engineering Offices in Region 1. The respondents were their management and employees who are involved in internal control. Frequency counts, percentages and weighted mean were the statistical tools used. It was revealed in the study that the respondents were technical and non-technical personnel; most hold permanent positions; have a<br/>mean of 23.08 years in service; are mostly college graduates and most have masters units. The management of internal control systems along organization and human resources, operational management, financial management and management information system were all found to be highly practiced. Based on the findings, a handbook was formulated to improve the implementation of internal control system in the District Engineering Offices. Considering the findings of the study, it was concluded that the respondents have varied positions and designations; are financially stable; are in their prime and labor productive years; have been in the service for reasonable time, have been exposed; and have high educational attainment. The DPWH District Engineering Offices in Region I implement their internal control system along the areas of organization and human resources, operational management, financial management<br/>and management information system with evident proficiency. The control practices enable them to successfully carry out the vision, mission and objectives of the Department. The identified lapses on processes and procedures can be addressed.<br/>In the light of the findings and conclusions, the researcher recommended among others that the proposed handbook be adopted for<br/>better implementation of the management of internal control systems of District Engineering Offices in Region 1. |
