Summary, etc. The study developed and proposes a model of education for the Bachelor of Science in Biology program of state colleges and universities in Region 1. This was based on a survey of the present status of the program in relation to Functionalism and the theory of 21" Century Skills. It specifically looked into the philosophical orientations of 61 teachers, instructional capability, directionality of the research programs, and relevancy of the extension program. To gather the data needed to assess the present status of the program, interviews, documentary analysis, and a questionnaire were utilized. The gathering and tabulation of data lasted from June to August 2015. Frequencies and means were used in the analysis, and interpretation of survey data which were supplemented with data gathered through document analysis and interviews. The BS Biology program, as seen in relation to functionalism and 21st Century Skills, is capable of offering the basics needed by students and can even exceed to some extent the requirements of the Commission on Higher Education for offering the course. However, the philosophical orientations of the faculty are diametrically opposed, half of them being subject-oriented and the other half, student-oriented which has led to conflicting pedagogical views and practices.<br/><br/>Viewed against the principles of Functionalism and the 21" century skills, the instructional, curriculum, research and extension capabilities of the program are deficient. This was the reason the model was designed to put in some features to manage the conflicting philosophical orientations, develop more relevant skills in the faculty and enhance instructional capability, make the curriculum more responsive to the present needs, provide directionality to the research program, and relevancy and responsiveness to the extension program. These features were designed to prepare the program to meet the more complex challenges of the 21" century.<br/><br/>The proposed program was subjected to content validation and implementability evaluation by five experts in the fields of Biology. Philosophy, instruction, research, and extension. The validation pointed out that the model is valid and it is implementable.<br/><br/>Key Words: Functionalism, 21 Century Skills, Model, and BS in Biology programs
