Summary, etc. This study aimed to look into the instructional leadership skills ot private secondary school administrators in the City Schools Divisions of San Carlos and Dagupan, Pangasinan, during the school year 2015-2016, which served as basis in the development of an administrative manual. This study made use of the descriptive-developmental method of research. The researcher made use of two (2) groups of respondents, namely, 40 private secondary school administrators and 534 private secondary school teachers from all the grade levels. A three-part questionnaire was utilized as the main data collection instrument. Frequency counts and percentages, average weighted mean, Pearson Product Moment of Correlation, and t-test of uncorrelated means were employed in this study to treat the gathered data statistically. Based on the descriptive analysis on the data gathered, it was found that 20 out of 40 or 50% of school administrators are holders of doctoral degree; 22 or 55% of them have a length of experience of 16 years and above; and 25 or 62.5% had attended relevant in-service training in the national level, while six (6) had attended trainings and seminars in as far as the international level. Results also reveal school administrators* very satisfactory level of instructional leadership; "satisfactory", however, as assessed by teachers. Only the skill area, human resource development has significant relationship with that of the professional profile variable highest educational attainment. There is a significant difference in the assessments between the school administrators and teachers. School administrators should be given opportunities to initiate programs that focus on instruction and approaches to establish school instructional policies and practices to enhance teacher performance and improve student achievement. In general, it is surmised that the necessity for the private secondary school administrators to further enhance their instructional leadership skills in order to cope with various challenges and demands brought about by problems encountered is deemed imperative. Hence, the proposed administrative manual for private secondary school administrators should be utilized to further enhance the discharge of their functions as instructional leaders. For future researches similar to this study, the administrative manual is likewise recommended to subjecting it to evaluation as to its acceptability.
