Summary, etc. This study utilized the descriptive-survey design to determine the attitude of teacher-respondents towards action research, their perceived level of knowledge and skills in action research, and their level of engagement and problems/challenges encountered in implementing action research projects, This study also developed an action research handbook that could serve as guide to teachers. Three hundred teachers from twenty school districts of a schools division in Pangasinan served as the primary respondents of the study. Data were questionnaires to the respondents.
