The data gathered from the 15 local chief executives of local governments in Region I through interviews were interpreted using thematic analysis. The findings identified the following themes: performance management, scaling-up for continuing governance reforms, knowledge sharing, and local government performance, and institutional capacity. A validated guide and a dialogue tool to facilitate the path to share and reuse best management practices and innovations of the local governments through the concept of knowledge sharing, the local government performance, and results on goals will be enhanced to achieve local governance performance excellence in Region I.
