This descriptive research determined the governance of the DepEd YES-O program in Region I using cross-sectional study and involved 196 student-respondents, 58 advisers, and 28 principals. The monitoring and evaluation form was revised, validated and used to gather data. Statistical tools used were frequency counts, weighted mean, correlation and documentary analysis. Results showed that the respondents lack environmental trainings, have moderate environmental preparation, and technical leadership skills. Regional schools surpassed the target number of the mandated PA's of YES-O. Administrative and interpersonal skills are significantly related to the extent of attainment of objectives of the program of the principals and advisers. The leadership skill of the respondents is significantly related to their professional preparation. A policy recommendation and plan of action is proposed to improve the implementation of the YES-O program
