A total of 5 municipal librarians and 50 library users partcipated in the study. Using thematic analysis, the municipal public libraries were found to have functionality needs. These are the promotion of vision, mission, goals, and objectives, provision of qualified personnel and budget; acquisition and expansion of collections, physical facilities, and information technology facilities; efficient delivery of library services; and establishment of linkages. A validated three-year development plan was crafted to address the functionality needs of municipal public libraries. The municipal librarian and local government officials should collaborate together to resolve the functionalty needs of municipal public libraries.
