This study developed a training design for elementary Filipino teachers in the three school divisions of the province of Ilocos Norte. Specifically, it described the profile of the respondents in terms of their socio-demographic characteristics and professional qualifications; determined the level of competence of the teachers along the following domains of the National Competency-Based Teacher Standards/ Philippine Professional Standards for Teachers (NCBTS/PPST) as rated by the teachers themselves along the following domains:, Domain 3- Diversity of Learners; Domain 4-Curriculum; and Domain 5-Planning, Assessing and Reporting; described the level of performance of the elementary pupils in the National Achievement Test i Filipino 6 from School Year 2013-2014 to school year 2015-2016; and determined the content validity of the Training Design.
