The study followed the research and development (R&D) design which started with the conduct ot a bibliographical survey or related literature and studies and an empirical survey ot the socio-demographic characteristics and professional qualifications o the music teachers, their knowledge of the objectives, curricular content, teaching methodologies and techniques, skills in the preparation of teaching devices and utilization of laboratory equipment and technological aids, their knowledge of the assessment procedures and skills in managing classroom activities. The teacher-respondents were MAPEH teachers from randomly selected private and public secondary schools in the divisions of locos Norte, Batac City, and Laoag City. The administrator-respondents were the principals and head teachers. Descriptive statistics were used to analyze the data gathered. In describing the characteristics and determining the knowledge and skills of the MAPEH teacher-respondents, frequency count and weighted mean were utilized. To find out if a difference exists between the perceptions or assessments of the teachers and school administrators, the t-test was applied. The results of the survey revealed the strengths and weaknesses of the MAPEH teachers. The teachers' strengths, as perceived by themselves and their administrators, imply that they are confident of their professional preparation skills and knowledge, and their weaknesses indicate the need to improve their competencies. The best practices of the schools in the different aspects of teaching music were also shared by the teachers and the administrators. These became the bases for the development of the Capability Building Program for Music Teachers in Junior High Schools. The Capability Building Program for Music Teachers in Junior High Schools was content-validated by a panel of experts composed of music protessors, trained, experienced and seasoned teachers, and supervisors in the divisions of locos Norte, Batac City and Laoag City. Based on the findings of the study, it was concluded that the teachers need continuous trainings, seminars, workshops and other form of knowledge and skills enhancement programs to equip them with the competencies enabling them to become competent, efficient, dynamic, innovative and effective, thus sustaining a culture of excellence and ensuring quality education in schools. Based on the foregoing conclusions, it is recommended that the Capability Building Program for Music Teachers in Junior High Schools be considered for adoption by the public and private Junior High Schools. It is further recommended that the program be adopted by other divisions in the nearby regions or a similar study could be conducted.
