The study aimed to formulate a policy recommendations for the Sangguniang Panlalawigan of Pangasinan. Specifically, it sought to determine the level of performance of Sangguniang Panlalawigan of Pangasinan; profile of the Sangguniang Panlalawigan Members of Pangasinan for the term 2013-2016 in terms of: age, sex, civil status, highest educational attainment and length of office; level of efficiency of the Sangguniang Panlalawigan Members of Pangasinan in the discharge of their powers, duties and functions; significant difference in the perception of the respondents; the degree of seriousness of problems encountered by the Sangguniang Panlalawigan Members of Pangasinan in terms of policy identification, policy agenda, policy implementation and policy evaluation; impact of selected legislations enacted by the Sangguniang Panlalawigan Members of Pangasinan for the period 2010-2013 under the following indicators: awareness and usefulness. Statistical tools used were frequencies, percentages, mean values and ANOVA. The researcher made use of the descriptive method using the questionnaire as the main data gathering tool and analysis on the profile of the Sangguniang Panlalawigan Members of Pangasinan and enacted ordinances for the period 2010-2016. There were four (4) groups of respondents: Sanguniang Panlalawigan Members of Pangasinan, cooperating offices/agencies, non-government organizations (NGOs) and other stakeholders. The study found out that the Sangguniang Panlalawigan Members of Pangasinan were "highly efficient" in the discharge of their powers, functions and duties; there is a significant difference in the perceptions of the respondents in the level of efficiency of the Sangguniang Panlalawigan Members of Pangasinan; the problems encountered by the Sangguniang Panlalawigan Members of Pangasinan were perceived as "not serious' impact of the legislations enacted by Sangguniang Panlalawigan Members of Pangasinan was perceived as "high"; and "highly valid" policy recommendations were formulated.
