The study followed the research and development (R&D) methodology which started with the conduct of a bibliographical survey of related literature and studies and an empirical survey of the educational attainment, the number of years teaching and trainings attended in Physical Education, their competence along aerobics, dances, sports and outdoor recreational activities and the problems they encountered in teaching Physical Education in the Senior High School. The teacher- respondents were Physical Education teachers in the Senior High School from randomly selected public and private schools in the Schools Divisions of llocos Norte, City of Batac and Laoag City. Descriptive statistics was used to analyze the data gathered. In describing the profile of the teacher-respondents and in determining their knowledge and skills, frequency count and weighted mean were utilized. Pearson r was used to determine if there is a relationship between the teachers' competence and learners' performance; while p - value was applied to determine the significant relationship of the teachers' level of competence and learners' level of performance. The results of the survey revealed the competence of teachers and performance of learners along aerobics, dances, sports and recreation activities. The teachers also shared their problems and challenges encountered in teaching Physical Education in the Senior High School. These became the bases for the development of the Physical Education Guidebook for High School teachers. The Physical Education Guidebook for High School teachers was content-validated by a panel of experts composed of professors, trained and experienced Physical Education teachers, and Education Program Supervisors in the Schools Divisions of Ilocos Norte, City of Batac and Laoag City. It was concluded that most of the teachers have not yet earned any graduate unit and have limited years of experience in teaching Physical Education and do not have trainings, seminars and workshops related to Physical Education. It is recommended that the Physical Education Guidebook for High School Teachers be considered for dissemination and adoption by the public and private High Schools. It is further recommended that the guidebook be implemented by other divisions in the nearby regions or a parallel study could be conducted for the improvement of the Physical Education teachers' competence and instructional skills.
