It aimed to propose a women empowerment program with a high hope that, through this program, faculty members of HEIS in Dagupan City will deeply understand and become mindful of the need to empower women. This study aimed at finding answers to the following problems: Major Problem What women empowerment program may be proposed for higher education institutions in Dagupan City? Sub-Problems To fully answer the major problem, the following sub- problems were formulated: 1. What is the description of the respondent higher education institutions in Dagupan City in terms of: a. The number of tenured faculty members; and, b. The gender ratio of tenured college faculty members? 2. What initiative has the leadership of higher education institutions in Dagupan City undertaken towards the implementation of the Magna Carta of Women? 3. To what extent do the following factors influence the implementation of the Magna Carta of Women: a. Work environment-related factors: b. Personal career development factors; and, c. Social contingency factors? 4. What are the main barriers affecting the Implementation of the Magna Carta of Women and to what extent these barriers affect its implementation? 5. To what extent do higher education institutions in Dagupan City implement the Magna Carta of Women? 6. What women empowerment program may be proposed to Improve the conditions of women in line with the implementation of the Magna Carta of Women in the different higher education institutions in Dagupan City? 7. To what extent is the proposed women empowerment program acceptable to experts and to the higher education institutions in Dagupan City? This study employed the descriptive-developmental method of research. Using the descriptive research, the researcher surveyed the HEIs in Dagupan City in terms of the number of tenured faculty members, the gender ratio of tenured college faculty members, and the initiatives undertaken by the institutions relative to the implementation of the MCW. The study likewise surveyed the status of the implementation of the MCW as perceived by tenured faculty members in the HEIS as well as their perception on the extent over which work environment- related factors, personal career development factors, and social contingency factors influence and the identified barriers impact on the implementation of the MCW. Moreover, the present study employed the developmental method of research because it aimed to come out with a women empowerment program, which, when implemented, is expected to promote and protect the welfare of women faculty members in the different HEIS in Dagupan City ER -
