Specifically, it determined and looked into the secondary schools' level of practice of accreditation criteria and looked into the content validity of the proposed development framework. The study followed the research and development (R and D) methodology Two sets of instruments were used in gathering data - the SBM - PASBE Assessment Tool to determine the status of the public secondary schools' SBM level of practice and a rating scale to determine the validity of the Development Framework. governance, cumculum and instruction accountability and continuous improvement, and management of resources indicate Level II Maturing stage which implies an average performance, respectively The computed means of the panel of experts evaluation of the five essential elements of the Development Framework, namely objectives, strategies, persons involved, budgetary requirements and expected outcomes are described as highly satisfactory. Consequent to the foregoing findings, the following conclusions were drawn. The secondary schools level of practice of the various SMB- PASBE criteria is in the Level if Maturing Stage hence, the secondary school administrators need to further enhance their level of practice to meet the quality of education that the schools' clienteles and communities expect to receive. Generally, the study has proven that an assessment of the secondary schools' level of practice of the PASBE accreditation criteria can provide a valid ground for proposing a relevant framework for the development of public secondary schools in Ilocos Norte The proposed Development Framework was rated by the respondents as highly valid, hence the school administrators can address the weaknesses, and thus make the schools better prepared to face the accreditation and the challenges of a relevant and responsive system in education Based on the foregoing findings and conclusion, it is recommended that the proposed Development Framework be considered for adoption by the public secondary schools of Ilocos Norte. This study also suggests that essential information about the PASBE assessment tool be disseminated to the students, parents, community officials, alumni and other stakeholders to seek their support to the school.
