The greening aspects were anchored in the environmental framework originated in Agenda 21 of the Earth Summit and cascaded down to the local levels for its implementation and commitments. PUNP as one of the higher educational institutions (HEIs) of the Commission on Higher Education (CHED) has to respond to the challenges of environmental and global issues; the awareness and environmental practices are basically the commitments to the public for its transformation into a sustainable green educational institution in the coming years. On account of the global concern about climate change, a great many institutions and organizations worldwide are going "green technology", environmental sustainability not only in their academic programs but also in the transformation of their socio-cultural-political framework. This is to support the reduction of carbon emission and greenhouse gases; and to adopt sustainable technology to support clean environment and to protect Mother Earth. As regards this issue, some relevant problems need to be addressed to: the inclusive components of the proposed roadmap; the composite responses of the respondents to support the framework of the roadmap; the strategy of PUN that could be adopted to operationalize the roadmap; difference between and among the PUN stakeholders (administration, faculty and non-teaching staffs, students) in terms of their articulated support response; and the action agenda that could be proposed to operationalize the roadmap into a dynamic green institution. The hypothesis states that there is no significant difference in terms of the respondents articulated support responses on the proposed roadmap to a dynamic green institution. This study made use of the descriptive method of research and also employed the documentary analysis, ocular inspection technique, personal interviews to gather information relevant to the study and the questionnaire as major tool. The respondents of the study were six (6) administrators composed of Deans/Heads of different colleges; seventy two (72) faculty members and non-teaching staffs and one hundred fifty (150) students from different colleges and departments. Descriptive analysis such as weighted mean and one-way ANOVA was used to analyze and interpret the data. The three (3) groups of respondents consistently expressed their "strongly supported" rating to the five (5) components of the proposed roadmap to a dynamic green institution. Similarly, the framework of the roadmap and the operational strategy gained "strongly supported" from the composite responses of the administrators, faculty and staffs, and students. As a result of the survey, the administrators, faculty and staffs, and the students are supportive to the institutional framework of the proposed roadmap of a dynamic green institution. The existing operational framework is very effective, thus if developed and fully reinforced with strong leadership and support, PUN could join the global institutions in attaining sustainable development for a green institution. The researcher recommends that PUN's Vision, Mission and Goals must be reviewed and upgraded and develop a coherent institutional framework into a more substantive and acceptable transformation. Academic programs and its curricula, including research and extension services must be streamlined to support a strong advocacy on a dynamic green educational institution. Partnerships and linkages with recognized and accredited organizations from local, national and global industry-related must be expanded and strengthened. PUNP's institutional framework could serve as a 21st century model with strong advocacy to protect Mother Earth.
