520 _aThe study formulated a Capacity-Building Program for School Heads and Teachers. Specifically, it determined the school heads' level of competence through their self-perception and judgment along with the following indicators: Instructional Leadership, Creating Student Centered Learning Climate, Human Resource Management, and Parental Involvement and Community Partnership. On the other hand, it also determined the teachers' level of competence through their self-perception and evaluation of the competencies on the following domains: content knowledge and pedagogy; learning environment; diversity of learners; curriculum and planning; and assessment and reporting. Further, it also determined the readiness and challenges to distance learning. Lastly, it determined the content validity of the capacity-building program. The study followed the research and development methodology, which involved the following stages: Planning, Development, and Validation. The respondents were the school heads and teachers of the Schools Division of locos Norte. A survey questionnaire was used to gather data. In addition, a validation instrument was used to determine the content validity of the proposed capacity-building program. The school heads and teachers were found highly competent in the NCBSSH and PPST, respectively. The school heads and teachers are also ready for and challenged on distance education. Moreover, the program's areas of concern, objectives, activities, resources needed, time frame, financial/budgetary requirements, technical aspects, and success indicators are very highly valid. With reference to the findings, the school heads and teachers' level of competence in the different strands and competence is in the average stage. The problems they have encountered for distance education remained barriers they need to overcome because these hinder their full performance and execution of duties as reflected from the results of their level of skills, which jibes to their profile results. In the light of the findings and conclusions, the researcher offers the capacity-building program to be adopted by the different schools divisions in the province to enhance the competence of school heads and teachers on the trends of distance education,
