520 _aThis study focused on the assessment of the compliance to the guidelines of the Special Program in the Arts of Secondary Schools in the Divisions of Pangasinan I. The respondents of this study were the Special Program in the Arts (SPA) teachers, and the Grade 9 and fourth year students. The constructed questionnaires were the main data gathering tools of this study. Average weighted mean was used to present the processed data in the table. Analysis of Variance (ANOVA) was used to test the null hypothesis. Based on the findings the study revealed that Majority of the specific objectives of the Special Program in the Arts (SPA) were almost fully attained in the four (4) schools that offer the program. Juan G. Macaraeg National High School and Mangaldan National High School had fully complied, while Manaoag National High School and Tayug National High School had almost fully complied with the guidelines on student selection, admission, retention and transfer. And with the compliance on the guidelines on organization of classes only Manaoag National High School had fully complied while the three (3) other schools had almost fully complied. Manaoag National High School had fully complied but the other 3 schools had almost fully complied with the guidelines on organization of classroom. All the four (4) schools had almost fully complied with the guidelines on physical facilities and equipment, qualification of implementers, curriculum, and program support fund. Manaoag National High School and Tayug National High School had fully complied, but the 2 schools had almost fully complied with the guidelines on students performance assessment. Manaoag National High School and Tayug National High School had almost fully complied, but the two (2) other schools had partially complied with the guidelines on monitoring and evaluation. The four (4) schools did not significantly differ in their compliance to all the guidelines of SPA. The SPA teachers and the students considered the majority of the problems in the six (6) learning areas as serious. The Strategic Enhancement Plan (SEP) was developed based on the findings of this study. This is envisioned to enhance the implementation of the Special Program in the Arts and Hasten Arts Zealousness for Education and Learning (HAZEL).
