520 _aConstruction and maintenance of infrastructure facilities is among the basic services of the Local Government. Rule V, Article 25 paragraph g.2 of the Local Government Code of 1991 which states that: "Construction and maintenance of infrastructure facilities intended primarily to service the needs of the residents of the municipality and which are funded out of municipal funds including but not limited to school buildings and other facilities for public elementary and secondary schools." It is therefore the responsibility of the Local Government Unit to provide these infrastructure facilities for the convenience of the residents. School building is a vital project in order for the people to have access to education. The study focused on the following concerns: is the establishment of a new public elementary school feasible? Can the community leaders comply with the legal and standard requirements of putting up a school? And, would the local leadership and the community people support the establishment of a new elementary school? Descriptive research design was used in the study. Survey and observation and personal interview were also used as the possible descriptive research tools to get empirical data and relevant information needed for the research work. All the household heads in the Barangays within the proposed site of the School were surveyed and interviewed. A prepared survey questionnaire was used to gather empirical data and relevant information. Personal interview with some local officials, local leaders and other stakeholders was done to supplement the survey method. The survey questionnaire was the main instrument used to collect needed research data and information. The proposed site of the new school building is wide enough and has a strategic location within the Minien East Barangay. The lot owner was willing to donate for the new elementary school. Based from the various aspects of the brief feasibility study, it has been found that the proposed new elementary school in Barangay Minien East was feasible. The people are willing to support it only to make sure that their children will not travel more than three kilometers to reach the school in another Barangay; the road was quite dangerous for their children. The proposed new elementary school will strictly follow all the legal and standard requirements prescribe by the Local Government Unit (IGU), the Department of Education (DepEd) and the Department of Public Works and Highways (DPWH) . The standard requirements and qualification of the teachers will be considered, including the standard compensation or salary grades, based from DepEd's "modified qualification standards". In conclusion the proposed site of the new Elementary School was strategically located in Barangay Minien East, Sta. Barbara, Pangasinan. It is more than three kilometers away from the nearest elementary school; the area of the school site is about 600 sq. meters and donated by Alfredo C. Manuel. Possible stakeholders were willing and very supportive to putting up the new school; Leadership of the host Barangay was willing to comply with all the legal and standard requirements from the IGU, DepEd, DPWH as regards the site, the proposed building, the qualification of perspective teachers and their salary grades Or compensation, among other things. All the local households with school age children were supportive and willing to make possible their long cherished dream to have a separate school in their Barangay. The study recommends that both the Barangay Leadership, the DepEd and, the municipal officials need to work together to materialize the establishment of the new elementary school. This is the most opportune time to put up the long delayed dream to put up the new school. Local officials and all possible stakeholders should unite and put up a common stand for the establishment of the school. The legwork has to be done right in the grassroot level, to have a firm and solid foundation. LGU, DepEd, and DPWH concerned Officials should revisit their operational policies, systems and procedure to last-tract the establishment of the dream elementary school in Minien East. Further study is recommended to consider other relevant aspects like cost-benefit analysis of establishing a new school as well as its social impact in the community.
