520 _aThis study developed a Proposed Manual of Operations based on a survey of the aspects of work, problems encountered and best practices of the Registrars' Offices of the SVD Northern Province Schools. The study used the research and development (R and D) methodology. The major steps followed by the researcher in developing the Manual of Operations include the planning stage which consists of an intensive review and accounting of the present flow of work and policies followed and implemented at the registrars' offices of the SVD Northern Province schools, and the thorough examination of the manual used by the registrars in the SVD Northern Province Schools. The next stage is the development stage which include the identification of the components of the manual, preparation and preliminary evaluation and revision of the manual. The last stage is the validation stage comprised of the content validation, revision and the final production of the manual. Three sets of instruments were used to gather data - first, is a survey questionnaire on the aspects of work of the Registrars' Offices, the problems encountered by the offices and the best practices relative to their services and functions; second is a five point rating scale that determined the content validity of the proposed Manual of Operations; and third, an interview guide that was used to verify the best practices and problems encountered by the registrars. The data were analyzed using frequency, percentage and mean for descriptions. Findings revealed that the registrar performs functions and responsibilities along admission and registration, graduation, scholarship programs and records management. Other responsibilities indicated by the school include work of a liaison officer and an administrator. These aspects of work need standardized guidelines and procedures. Findings also revealed that there are common problems encountered relative to the various services, and that there are tested procedures in the SVD Northern Province Schools which they consider their best practices. The panel of experts' evaluation of the essential elements of the manual revealed mean values which ranged from 4.32 to 4.44 with the descriptive rating of highly valid (H) indicating the evaluators' favorable response to the Manual of Operations. The results indicate that the Manual of Operations can be an effective tool to standardize practices and procedures that will ultimately raise the performance of the Registrars' Offices in the SVD Northern Province schools. In the light of the above-mentioned findings and conclusion, the following recommendations are offered: The Registrars' Offices of the SVD Northern Province Schools are encouraged to try out the Proposed Manual of Operations to standardize their policies and procedures; the proponent to make a follow up study to come up with an evaluation of the office procedures included in the manual for its refinement; registrars to revise the procedures and policies as demanded by time; Divine Word Colleges of the Northern Province to create an online registration programmed from the proposed manual to improve and upgrade admission system; and for the proponent to submit copies of the Proposed Manual to the Board of Trustees, SVD Northern Province, for possible adoption in the SVD Northern Province Schools.
