This study aimed to determine the level of Implementation of the Abot - Alam Program in the Division of Ilocos Norte this school year, 2015-2016. Specifically, this study was concentrated on the following problems, describe the learners profile as to sex, age, civil status, occupation and program attended in the program as to education (A&E), entrepreneurship, and employment. The characteristics of the teacher implementers in terms of their profile, their knowledge about AAP and their competencies were likewise described. In addition the level of implementation of the Abot-Alam Program components as perceived by teacher implementers, the extent of availability and functionality of the physical facilities and materials for the Abot - Alam Program, the outputs of the program, and the extent of participation of the teachers in the AAP activities were presented. The development of a
comprehensive action plan to improve the implementation of Abot-Alam Program in the Schools Division of Ilocos Norte was the result of the system analysis made.
