The study was conducted to determine the status of Technology and Livelihood Education in the Division of locos Norte to formulate a development plan for the improvement of Technology and Livelihood Education that would meet the challenges based on the survey of public and private secondary schools of llocos Norte. The study used the research and development or R and D (often called research-based development) methodology. The major steps in the R and D cycle followed by the researcher in preparing the development plan are the following: 1. Bibliographical Research, 2. Survey of the Status of TLE; 3.
Preparation of the Development Plan; 4. Preliminary Evaluation and Revision of the Development Plan; 5. Content Validation of the Development Plan; and 6. Modification and Final Production of the Development Plan. The data were gathered with the use of three sets of instruments: a questionnaire to determine the status of TLE in the Division of llocos Norte; an interview guide; and an evaluation checklist to determine the content validity of the development plan. The data were analyzed with the use of standard
statistical methods such as percentage, mean and rank.
