The researcher used three sets of instruments namely: (1) a question de the demographic and professional characteristics and school performance ang scale which were administered to full-pledge school administrators and teacher observers so determine the 21" century skills of school administrators along educational leadership resolving complex problems, communication, and in developing self and others in the three Schools Divisions in the Province of Ilocos Norte particularly the Schools Division of Blocos Norte, Schools Division of Laoag City, and the City Schools Division of Batac, and (3) content validation rating scale to determine the validity of the Managerial Capability Enhancement Framework administered to a panel of experts Data were analyzed using means, frequency counts, t-test and Pearson r.
