The descriptive method of research was used in the study. The respondents were 462 consist of city employees, elected officials, national agencies and barangay officials. Data were treated using weighted mean. Findings showed that the performance governance system of the City of San Fernando, La Union as to the attainment of the vision, mission and objectives was highly attained and the implementation of performance governance system was highly implemented. This indicates that the performance governance system through its objectives and implementation gave them a pathway towards breakthrough results. On the impact of performance governance system, the finding was highly satisfied. This indicates that the program is a great tool for fast and strategic implementation with regards to its outcome. The identified strengths, weakness, opportunities and threats (SWOT) is one of the focus on this study. This SWO1 Analysis is a basis for the formulation of Strategic Direction. The proposed Strategic Direction was very highly acceptable to strengthen the Performance Governance System.
