The data gathered included the profile of the teachers of grades 1 to 4 in terms of age, sex, teaching position, highest educational attainment, seminars and trainings attended. The level of characteristics and role of being k to 12 teachers, the level of compliance on instructional materials, facilities and equipment and the level on compliance in instructional guidelines, curriculum and assessment of the respondents. The study utilized the descriptive-survey method of research and made use of a questionnaire- checklist in gathering the data. Sampling method applied was purposive in the selection of respondents that involved 179 teachers of Grades 1 to 4 in the 3r Third District of Pangasinan. Frequency, percentages, and average weighted mean was utilized for the statistical computation of the data gathered. Results indicated that the teachers of Grades 1 to 4 were mixture of young to middle-age, most are females, more than a half are in leacher I position, some are master's degree and few are doctorate degree holder, majority attended in division seminars. The level of characteristics of the Grades 1 to 4 teachers is excellent. The level of role of the Grades 1 to 4 teachers is excellent. the level of compliance on instructional materials, facilities and equipment is compliant. The level of compliance on curriculum, instructional guidelines and assessment is compliant. The output of the study was a development plan. The development plan is proposed to further enhance the level of compliance of the teachers respondents in the implementation of the K to 12 Enhanced Basic Education Program.
