There were no serious problems encountered by the school administrators along their functions in managing human resources. However, observations and encounters by the researcher with some teachers and administrators suggested a need for training on human resource management to develop school administrators, into transcendental leaders. They described problems they met or observed regarding the assignment of teachers, dealing with uncooperative teachers, eliciting the support of external stakeholders, and others, all of which indicate some weaknesses in the management competencies of the administrators. Based on these findings and on some suggestions given by the administrators themselves, and guided by the principles of transcendental leadership, a training design to enhance the transcendental leadership competencies of the administrators was formulated. The training design aims to develop the different transcendental leadership competencies in the administrators, to help them improve their relations with the internal and external stakeholders of the school, to develop a personal action plan on how to become a transcendental school leader, and to demonstrate in an actual human resource management case how transcendental leadership skills can be successfully used. The training design was assessed by seven experts in the Schools Division of Ilocos Norte as wery highly valid and very highly feasible, which means that the training design which will develop the administrators into transcendental leaders can be implemented. Thus it was recommended that the training design be implemented in the Schools vision of Ilocos Norte and subsequently in other school divisions.
