Their multi-tasking roles and responsibilities had a great impact in the teaching and learning outcomes. This paper determined and described the management performance of public elementary school heads as basis for a retooling program. Descriptive research method was employed in the analysis of 568 respondents comprising of school heads, teachers and PTA Presidents. A five-part questionnaire focused on the profile of school heads, their effectiveness and efficiency on administration and supervision characterizes the instrument used in this study. The study revealed that school heads in the Division of La Union were highly effective and efficient in terms of their administrative and supervisory skills and functions. A retooling program is designed to further enhance/sustain the management performance of school leaders in their respective workplace.
